General provisions
1. Publishing Ethics
The editorial board of the scientific journal “Scientific Information Bulletin of Ivano- Frankivsk University of Law named after King Danylo Halitskyi” is guided in his work by international ethical rules of scientific publications, which include rules of decency, confidentiality, supervision of publications, account of possible conflicts of interests, etc. In its work, the editorial board follows the recommendations of the Committee on Publication Ethics and the SCOPUS (SCOPUS) requirements. Compliance with the rules of ethics of scientific publications by all participants in the publishing process promotes the rights of authors to intellectual property, improving the quality of the publication and preventing the possibility of improper use of author’s materials for the interests of individuals. This Regulation meets the policy of the journal and is one of the main components of the process of reviewing articles and publishing the journal.
2. Ethical responsibilities of the authors
1) Authors should send their own researches. Ensure that the submitted manuscript is original, has not been published previously, and is submitted for consideration exclusively to the journal “Scientific Information Bulletin of Ivano-Frankivsk University of Law named after King Danylo Halytskyi”. Failure to comply with this principle is regarded as a gross violation of the ethics of publications and gives grounds for rejecting the article.
2) Elements of the manuscript that have already been published should include the corresponding references, and the authors should argue the difference between the new work and the previous one. Verbal copying or paraphrase of your own work is unacceptable.
3) If the authors used the work and / or the words of others, it should be properly arranged in the form of references or quotes in quotation marks. The manuscript must contain verifiable facts and sufficient bibliographic references to substantiate the findings. The authors are responsible for the novelty and reliability of the results of scientific research.
Any form of plagiarism is unethical and unacceptable. In case of detecting plagiarism, the article will be rejected without consideration.
4) Authorship should be limited only to those who have made a significant contribution to the development of the concept, structure, performance, or interpretation of the research presented in the article. All those who made a significant contribution should be listed as co-authors. The author, who makes correspondence with the editorial office, must ensure that all co-authors have read and approved the final version of the article, and agreed to publish it.
5) Submission of articles by the authors means automatic agreement with the passing of the double secret review procedure.
6) In case of identifying significant errors or inaccuracies in the article at the stage of its consideration or after its publication, immediately inform the editorial staff of the magazine and make a joint decision on the acknowledgment of the error and / or its correction in the shortest possible time.
7) The authors must inform the editor-in-chief of any potential conflict of interests, such as the consulting or financial interests of any company that might be affected by the publication of the results contained in this manuscript. Authors should ensure that there are no contractual relationships or property considerations that could affect the publication of the information contained in the manuscript submitted.
The editorial staff of the magazine shall not be liable to the authors and / or third parties and organizations for any damage caused by the publication of the article. The editorial board has the right to remove an article that has already been published if it turns out that during the publication of the article there were violations of someone’s rights or generally accepted norms of scientific ethics. The fact of the removal of the article is reported by the editor to the author who provided the article and organization where the work was done.
3. Ethical obligations of editorial board
The editors take the final decision regarding acceptance of the article for consideration and its publishing in the journal «The Scientific Information Bulletin of Ivano-Frankivsk University of Law named after King Danylo Halytskyi» or its rejection based on importance, originality, scientific level of the article, comprehensible exposition and relevance of the discussed problem. This decision doesn’t depend on personal beliefs of the authors, their sex, race or nationality, citizenship, background, social standing or political views.
Members of the Editorial Board are required to:
1) Members of the Editorial Board have to respect and protect confidentiality of reviewers and authors. Editorial board doesn’t disclose the information regarding acceptance or rejection of an article to anyone except the authors, co-authors, reviewers, including their personal data.
2) Refrain from using unpublished data from the manuscript, provide objective, reasoned and accurate estimation of the outlined research results.
3) Editors have to ensure compliance with copyright laws.
4) Editors are obliged to consider any complaints, questions or suggestions from authors and/or reviewers.
5) Editors have to take any measures required to avoid conflict of interests among reviewers and authors. In the event of a conflict situation, all necessary measures should be taken in order to protect the infringed rights, and in the event of errors, to promote the publication of corrections and refutations.
4. Ethical responsibilities of reviewers
All manuscripts that are submitted for consideration should be treated as confidential. The reviewer carries out an objective assessment of the quality of the submitted manuscript and determines its compliance with scientific, literary and ethical standards. The reviewer must be impartial.
The reviewer is required to:
1) Reviewers should express their opinion in the review clearly, objectively and constructively. Personal criticism of the authors and unfounded judgments are unacceptable.
2) Reviewers should refuse to rate an article if the quality of the review is impossible for various reasons (for example, if they do not have the necessary experience or do not have access to the necessary data).
3) Reviewers should inform editors about the signs of plagiarism in the submitted papers. Any statement in the review that some observations, conclusions or arguments with the article under review have already been met earlier in the literature should be accompanied by an accurate reference to the source of information.
4) Reviewers should avoid using information obtained in the process of expert evaluation of research work for personal gain.
The expert assessment is aimed at helping the author to improve the article’s quality, and the editor-in-chief – in the decision to publish.
5) Reviewers should indicate all potential conflicts of interest.
Reviewers can not be:
– managers of organizations, educational institutions, employees of departments, laboratories or other units in which the authors work;
– subordinates or relatives of authors;
– co-authors of previously published and submitted articles;
– scientific authors of the authors.
