Ievdokymov V. The influence of the system of the austrian parliamentary army on the right of the Galicia of the second half of the XIX – the beginning of XX centuries

Purpose. The purpose of our study is the degree of influence of the constitutional legislation of Austria-Hungary and parliamentary system on the level of legal awareness and legal culture of the Ukrainian population of Galicia in the second half of the nineteenth and early twentieth centuries. Method. The methodology includes a comprehensive analysis and synthesis of theoretical and source material and further formulation of the relevant conclusions and recommendations. A complex of general scientific, special-legal, special-historical and philosophical methods is used, observing the principles of objectivity and historicism, systematic and comprehensive, as well as dialectical, synergetic and axiological approaches. Results. In Galicia, the second half of the nineteenth and early twentieth centuries. an active process of formation of legal consciousness and legal culture of the population took place. The decisive place in these processes was occupied by the Diet, as well as election campaigns. The normative activity of the Seimas influenced not only the structure of the Ukrainian national and political movement of the investigated period, but also led to the formation of a Ukrainian national elite, among which distinguished figures who did not envy the regional seim or imperial parliament, but actively monitored their activities (M. Pavlik, Y. Bachinsky and I. Franko, etc.). The Sejm, being the supreme representative body of the region, turned not only into the place of political confrontation between Ukrainian and Polish deputies, but also became a catalyst for the national movement, contributed to the formation of the national political elite, as well as the growth of the level of legal awareness and legal culture of the population. Scientific novelty. For the first time, the influence of the rule-making activity of the Galician Sejm, which was part of the Austrian parliamentarism on the legal and legal culture of Galician Ukrainians of the second half of the nineteenth and early twentieth centuries, was followed. Practical significance. The results of the study can be used in further historical and legal studies, preparation of special courses.
