Sarakun I. Consular institutions of poland as state bodies in international relations: concept, functions, types and characteristics
Goal. The purpose of the work is to analyze the concept, functions, types and features of Polish consular offices, their characteristics as external state bodies in international relations; to identify the features and historical development of the Institute of Honorary Consuls, the advantages of using professional and honorary consular offices in international relations. Method. The methodology includes a comprehensive analysis and synthesis of available scientific and theoretical material and the formulation of relevant conclusions and recommendations. During the research, the following methods of scientific knowledge are used: terminological, logical-semantic, system-structural, logic-normative. Results: in the course of the research, the features of Polish consular authorities as state bodies in international relations are characterized; their division into professional and honorable are described. On the basis of the obtained results, the article highlights the analysis of their historical development, functions, as well as common and distinctive features and the feasibility of their use in international relations. Scientific novelty. In the course of the research, it was found that some states use the services of professional consuls, while others use them almost at their discretion and support consular relations with foreign states on the work of honorary consuls. It concludes that both institutions have their own positive and negative sides, but they are necessary for the state. Their use by the state, depending on the needs, provides a wide range of opportunities and benefits that each of them can bring. Practical significance. The results of the analysis can be used for conducting a comparative analysis of the activities of consular offices in foreign countries.
